JD - Programme Governance Project Manager
Reports To: Governance Lead Department: Transformation
Role Summary:
This strategic role is responsible for establishing and leading governance frameworks across complex projects within the Blau pause programme. The Programme Governance Project Manager ensures alignment with enterprise objectives, drives transparency, and enables data-driven decision-making through expert use of Jira, Confluence, and modern PMO tools. The ideal candidate is a seasoned professional with a background in Agile delivery, process improvement (e.g., Six Sigma), and enterprise-level reporting.
Key Responsibilities:
- Governance Strategy & Execution
- Design and implement programme governance frameworks tailored to organizational needs.
- Define and enforce standards, controls, and escalation paths across programmes.
- Align governance with enterprise risk, compliance, and delivery models.
- Tooling & Automation
- Build and maintain advanced Jira workflows, dashboards, and Confluence spaces for programme visibility.
- Integrate governance processes with Agile tools and reporting platforms (e.g., Jira Portfolio)
- Reporting & Value Stream Management
- Develop value stream maps and reporting structures to track delivery outcomes across programmes.
- Provide executive-level reporting on programme health, risks, dependencies, and KPIs.
- Process Improvement
- Lead continuous improvement initiatives using Six Sigma, Lean, or similar methodologies.
- Identify bottlenecks and inefficiencies in delivery and governance processes.
- Stakeholder Engagement
- Collaborate with senior stakeholders, delivery leads, and PMO teams to ensure governance adoption.
- Facilitate programme-level ceremonies, retrospectives, and governance reviews.
Required Skills & Experience:
- 7+ years in project/programme management.
- Expert-level proficiency in Jira and Confluence, including custom configurations and reporting.
- Experience as a Scrum Master or Agile Delivery Lead.
- Strong understanding of Agile, SAFe, and Waterfall methodologies.
- Proven ability to implement governance across multiple programmes.
- Six Sigma or Lean certification preferred.
- Excellent communication, leadership, and stakeholder management skills.
JIRA, Confluence and Scrum experience is a non-negotiable.
