Job Description
Job Purpose
The General Manager Civil is responsible for end-to-end leadership, planning, execution, and governance of all civil construction activities across the organizations real estate portfolio (plotted developments, villas, apartments, infrastructure, and amenities). The role owns delivery timelines, quality, cost, safety, statutory compliance, and stakeholder coordination, translating business objectives into on-ground execution excellence across multiple regions and projects.
Key Responsibilities
1. Strategic Leadership & Project Governance
- Define and execute the civil construction strategy aligned with business goals and launch plans.
- Establish governance frameworks, SOPs, and execution standards across all projects.
- Prioritize projects, allocate resources, and resolve cross-project constraints.
2. End-to-End Project Delivery
- Own delivery from mobilization to completion, handover, and defect-liability management.
- Ensure adherence to approved drawings, specifications, BOQs, schedules, and quality benchmarks.
- Review master schedules and drive milestone achievement across regions.
3. Planning, Scheduling & Controls
- Approve project plans, baselines, and recovery strategies for at-risk milestones.
- Oversee integrated planning with MEP, Survey, Procurement, and Approvals teams.
- Institutionalize performance dashboards (DPR/WPR/MPR) and control mechanisms.
4. Quality, Safety & Compliance
- Champion QA/QC Frameworks And Zero-Defect Delivery Mindset.
- Ensure Statutory, Safety, Environmental, And Approval Compliance Across Sites.
- Lead Audits, Inspections, And Corrective/Preventive Action Programs.
5. Cost Management & Value Engineering
- Own project budgets, cash flows, and cost controls; approve variations and claims.
- Drive value engineering to optimize lifecycle costs without compromising quality.
- Review contractor bills, change orders, and commercial settlements.
6. Contractor, Vendor & Supply Chain Leadership
- Approve contractor strategy, empanelment, performance KPIs, and corrective actions.
- Resolve high-impact disputes; ensure productivity, quality, and safety compliance.
- Align procurement strategies with execution needs and market dynamics.
7. People Leadership & Capability Building
- Lead AGMs, Project Managers, and multi-disciplinary site teams.
- Set performance goals, conduct reviews, and build a high-performance culture.
- Drive training, succession planning, and leadership development.
8. Cross-Functional & Stakeholder Coordination
- Partner with Sales, CRM, Legal, Approvals, Branding, Finance, and MD/COO desks.
- Support launches, handovers, customer commitments, and escalation resolution.
- Represent Civil in leadership forums and external stakeholder interactions.
7. Risk Management & Reporting - Identify execution, commercial, and regulatory risks; implement mitigation plans.
- Present consolidated progress, risks, and forecasts to senior leadership.
- Ensure data-driven decision-making through accurate MIS.
