Job Description

JOB PURPOSE

This position is responsible for effectively developing cost proposals for civil scope within Renewable Projects (Solar & Battery Storage). Analyze requests for proposals (RFPs), plans, specifications, and other related documents in preparation of detailed cost estimates. Perform and evaluate quantity takeoffs. Prepare work specification packages and scope descriptions to support and secure requests for quotations from subcontractors and vendors. Assist with the preparation of technical documents and proposals to respond to RFPs. Effective communication with global support teams is required.

Primary Duties and Responsibilities (subject, but not limited to):
Thoroughly investigates the reports (e.g., geotechnical investigations, topography, hydrology, Storm Water requirements, Grading plans etc.) specifications, scope of work, drawings, other RFP documents and develops a complete understanding of the RFP requirements
Research and evaluate AHJ drainage requirements.
Understand preliminary Civil designs and work with Engineers to deliver proposal documents
Accurately and timely performs takeoffs and calculations and analyzes data
Prepares and reviews capital cost estimates. Develops productivity analysis of construction operations and verifies results by manpower and crew analysis of work operations by craft.
Prepare Subcontractor RFPs, seek subcontractor proposals and perform detailed review of the same providing timely feedback to subcontractors
Preparing detailed comparisons between all subcontractor proposals & internal cost calculations (on first principles).
Demonstrates comprehensive understanding of the potential risks for a project. Makes well-supported recommendations on how to mitigate and price risks
Conducts field visits to gather relevant data on project site conditions verify production rates and learn new construction techniques.
Takes ownership of sections of the estimating database(s) summarizing, updating, and maintaining databases for discipline estimates and historical cost data
Excellent at multitasking. This position requires working on multiple projects at the same time
Coordinate with Business Development, Engineering, and Operations teams to produce the most competitive bid proposal
Ensures bids and proposals are completed on time for team review prior to submission
Be conversant with project schedules and advise the scheduling team on key tasks and durations.
Primary scopes of work: civil engineering and studies, trench and backfill, grading and drainage, SWPPP, concrete and driven pier foundations, geotechnical reports and analysis, underground risk, hydrology studies, environmental reports and compliance, environmental evaluation / reports, minor hazardous material remediation, demolition of minor existing site facilities, buildings, roads, laydown areas
The following duties are performed with respect to Project/Site Management Support, the process of providing support services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:
Assists projects in identifying scope deviations.
Analyzes cost/price data from suppliers/subcontractors and direct work with the ability to generate comparative data (historical costs and other metrics) as part of the cost/price analysis.
Assists in evaluating change orders.

Skills/Qualifications:
Experience in civil infrastructure, structural (concrete and steel) and SWPP estimating.
Demonstrated advanced understanding of Estimating core processes and procedures.
Skilled in the preparation of civil discipline estimates.
Knowledge of manual labor performance, equipment production, and derivation of composite craft/category labor rates.
Ability to negotiate with subcontractors & suppliers
Knowledge of current industry and technical developments. Knowledge of global market pricing for commodities and construction practices. Ability to negotiate successfully with procurement and vendors and accurately evaluate alternative solutions.
Technical and practical comprehension of engineering, procurement, and construction methods and techniques.
Must be willing to travel to bid walks/job sites
In-depth knowledge of the applicable work processes and systems. Knowledge of administrative and supervisory procedures and practices.
Proficiency in Microsoft software applications (Word, Excel, PowerPoint).
Skilled in oral and written communication with demonstrated ability to present estimating information to peers and management.
Should have experience in pricing for Union/Non-Union workforce based projects

Education and Experience:
BS in Construction Management or Civil Engineering a plus
Minimum 7 to 8 years of experience in a related civil construction position (project management, estimating, etc.).
Solar PV experience, or willingness to learn
