JOB DUTIES & RESPONSIBILITIES:
- Working with IT Managers and team to determine needs and applying / customizing existing technology to meet those needs.
- Developing front-end and back-end mobile applications and staying aware of security issues in mobile application.
- Development of mobile application in native (iOS or Android) and hybrid.
- Developing and supporting multiple projects and deadlines.
- Recording work progress on a weekly basis.
- Project and process documentation.
SKILLS:
- Required knowledge in core JAVA, J2EE architecture, Spring, Spring Boot, Maven, Bootstrap, Web Services SOAP, REST API, Angular, React Native, PostgresSQL etc.
- Experience in Spring Boot, Spring Boot Microservices would also be required.
- Proven experience in Apache, Tomcat, Rest API, Android Studio, Visual Studio Code, Xcode, Cocoapods, DevOps (Eclipse, Jenkins, Maven, UCD, Docker, MS Visual Studio)
- Hands on experience with relational databases and no-SQL data stores. Good knowledge in PostgreSQL, MySQL, MongoDB and ability to optimize queries, stored procedure and database design. Ability to proactively identify, troubleshoot and resolve live application issues.
- Experience in developing end to end API integration, including security. Good Knowledge in using API Management tool & understanding of SOAP and REST services also knowledge of API testing tools like RestClient, Postman, SOAPUI is required.
- Relevant experience in DevOps and Cloud Computing would be advantage.
- Ability to complete all phases of mobile application development life cycle including analysis, design, functionality, testing and support.
- Develop and run maintenance routines to ensure application and database performance.
- Ability to construct user guides and process documentation.
QUALIFICATIONS & RELATED EXPERIENCE:
- At least 4-6 years of mobile programming in native (iOS or Android) and hybrid apps and full-stack development
- At least 4-6 years of experience in Java technologies J2EE architecture, Struts, Hibernate, Swing, Spring framework, Spring Boot, REST API with Spring Boot, Spring Boot Microservices, React Native, Angular etc.
- At least 4-6 years proven experience in database programming in PostgreSQL, MySQL, MongoDb and other popular mobile application databases
- At least 4-6 years of experience in DevOps and Cloud Computing.
- Bachelors in Technology (Computer Science/IT/Electrical/Electronics & Communication)/ Bachelors in Engineering (Computer Science/IT/Electrical/Electronics & Communication)/ Masters in Technology (Computer Science/IT/Electrical/Electronics & Communication)/ Masters in Engineering (Computer Science/IT/Electrical/Electronics & Communication) or Masters in Computer Applications.

About Project:
HLFPPT as Sub- Recipient of NACO (PR) will support in Strengthening Overall Care for HIV beneficiaries (SOCH) through strengthening the exiting IT System.
Terms of Reference
Introduction:
Over the years National AIDS Control Organization (NACO) has made significant impact in lowering the HIV prevalence rates nation-wide. The evidence-based programme intervention followed by NACO has resulted in systematic targeting of the populations that are most at risk of HIV (The High-Risk Groups of Female Sex Workers, Men having Sex with Men and Injecting Drug Users). At the national level, the overall HIV prevalence among different population groups continues to portray the concentrated epidemic in India. The prevalence rate that currently stands at 0.22% is influenced by a number of socio-economic factors. To capture the evidence of changes a robust monitoring and reporting system i.e. SOCH (Strengthening Overall Care for HIV beneficiaries) was developed and implemented nation-wide.
About SOCH:
The project SOCH (Strengthening Overall Care for HIV-Patients) to develop a patient centric, integrated, M&E systems with embedded supply chain function. SOCH is a digital transformation project for national HIV program to assist in tracking and achieving the global HIV target of 90-90-90. It involves integration of existing standalone systems used by various program divisions to enable seamless tracking of beneficiary and inventory across HIV continuum, as well as enable electronic data interchange (EDI) with IT systems used by other programs and departments intersecting with national HIV program at beneficiary and/ or inventory level. It allows users to capture data at various levels Reporting Unit, District Level & State Level and enables to view the data whenever required as soon as the data is keyed at the reporting unit level. SOCH is a web-based online reporting tool and data management system for capturing programme data of reporting units (RUs) across the country for various components of HIV/AIDS Control Programme. Presently SOCH applications, the URL is https://soch.naco.gov.in is hosted at NIC MeghRaj Cloud, under Digital India programme by Govt. of India.
In addition, there are IT systems used by various other programs and departments that intersect with NACP at various level, like- CMSSs e-Aushadhi; Nikshay Aushadhi and Nikshay used by CTD to track TB drugs and beneficiary respectively; LMIS used by private viral load testing lab and consignment tracking system used by private transport partner. All these IT systems share information with SOCH System and collect crucial programmatic data from frontline healthcare workers.
