Job Description
Experience: 6 - 8 years minimum in the relevant field
Designation: Senior Engineer / Assistant Manager Proposal & Estimation(Having exp in site grading, levelling, soil investigation, RCC foundations of tanks, static & rotating equipment/machinery foundations cross country pipe trenches pipe racks, pipe pedestals, ground improvement, piling, stone columns relevant to the following areas.
1.Oil terminals, oil storage tanks as per API 650.
2.Jetty, cross country pipeline, tank farm piping, process piping, Fire Fighting system for tanks & oil terminals.
3.Static & Rotary equipment.

Education: Bachelor of Civil Engineering (B.Tech/M.Tech-CIVIL)
University: Reputed University in India
Qualification: First Class
Languages known: English, Hindi & Telugu.

Job responsibilities:
Reviewing the tender documents of OIL & GAS sector-domestic (IOCL, HPCL, BPCL, NRL, MRPL etc) and international, RFP, Scope of works, checking the feasibility for qualification, financial criteria, preparing presentations, risk factors/matrix, all issues and concerns related to tender information to HOD to get approval for bidding. Source tenders from private and government portals
Raising of pre-bid queries on civil discipline, Participation in Pre-bid meetings to discuss the pre bid queries.
Experience in the pre-tender process starting from evaluating/ assessing tenders, assessing risk factors to arrive at bid decisions, and estimating all the required material, equipment, and manpower required to be able to arrive at reliable cost estimates for bidding projects. Should be well versed with tender methodology/bid preparation & bid submission for all private/government tenders both domestic and international
Good knowledge on the prevailing local market prices on various civil items, contacts with local vendors, updated pricing knowledge on civil items.(Excavation, backfilling, PCC, RMC, Reinforcement steel, earth moving machinery, piling, stone columns, other civil consumable items)
Preparation of CIVIL-material take off/BOQ as per tender scope/requirements, cost estimation, rate analysis, working/generation of price bid
Enquires and coordinates with client & consultant representatives for specification/ technical and BOQ clarifications required for tenders and proposals.
Follow-up with the design/ drafting department during tender preparation for method optimizing in order to reach cost efficiency.
Preparing project cost estimates with backup files i.e basis of arriving cost, rate analysis to reach that prices in terms of the required material as per bill of quantities (BOQ), amount of work, material, equipment and manpower requirements during the tendering phase, this includes all systems, supplies of products and services to client specifications/ requirements.
Coordination with the Procurement department to negotiate with approved vendors / suppliers and subcontractors for various supplies / material as per project (pre/ post tender) for civil items
Finalization of estimation of all direct and indirect costs and consolidates tender documents for review and approval. Uploading all necessary documents on the portal for technical and price bids
Experience in replying for technical and commercial queries raised by client/consultant during technical bid opening/evaluation (post bid)
Able to work on multiple proposals, tenders, BOQs of various and complexity.
Having experience in construction and site related activities. Construction knowledge of site grading, levelling, soil investigation, design mix, foundations of tanks, RCC, reinforcement Steel, structural steel for Oil terminals, Oil storage tanks as per API 650, Pipeline, tank farm piping, process piping, Fire Fighting system for tanks & oil terminals
Knowledge in review of basic design, detailed design, Specifications, Contract documents/drawings, thorough Knowledge in Codes and standards API, ASME, ANSI, BS, NFPA, OSID, PESO etc and having working experience with major PMC i.e EIL, Technip, TOYO, NAUVATA.
Estimate the total quantity of all kinds of civil activities for costing purpose.
