Job Description:
1) Job Purpose
To be arrived at as a summation, during the course of the interview - and validated by the respondent (role holder/manager/direct report)
  • Responsibleforeffectiveimplementation,monitor, reviewandcontrolofsafetypracticesand systems across the organization, to achieve zero accidents.
  • To ensure compliance of statutory requirements.
  • To support DH-EHS in obtaining all statutory licenses
  • To prepare safety training and impart training on various safety topics to all sections of employees including contract employees

Context and Challenges
JobContext -
TANFACmanufactureschemicalssuchasAHF,AlF3,SulphuricAcid,Oleum, Specialty Fluorides,etc. Mostoftheproductsarehazardousandtoxicinnature. Duetothisnature of products, TANFAC is classified under the category of hazardous chemical industry (MAH Unit). TANFAC is under obligation to recruit Safety Officer as per statutory requirements. TANFAC needs to ensure all safety devices such as Fire alarm, fire fighting equipments, like etc. Provide necessary PPE for company employees and contract labors. Conducting periodical safety audit (internal & external), mock drills, issuing of safety work permit, Safety Committee meeting, accident investigation & remedial measures to avoid re-occurrence, Updating and modification of safety manuals, on-site emergency plan, MSDS, Safety report, risk assessment, all statutory compliances, etc.
Major Challenges-
  • Identification of accidentprone zone's, probable causes of accidents, prioritizing hazards, developing corrective measures and establishing accident prevention programs.
  • Ensure safe transportation of hazardous chemicals by adopting effective safety controls.
  • Handling emergencies due to hazardous & toxic chemicals being handled
  • Creating an awareness on use of PPE's and enforcing to wear PPE on continual basis.

3) Principal Accountabilities

Safety Management- To ensure implementation, review and control of effective safety management to achieve zero accident
  • Maintaining and improving safety infrastructure in the plant to the required level.
  • Identifying locations for installing safety equipment's like safety shower, emergency equipment box, Fire hydrant point, fire extinguishers, etc.
  • To maintain and periodic refilling of fire extinguishers. Procuring/issuing necessary high quality & availability of PPE to employees/contract labours.
  • Identifying unsafe conditions, areas, activities and inform to concerned dept for rectification.
  • Issue of Safety work permit and necessary follow-up for Issuing safety clearance for AHF 1 tonner cylinder and ISO containers.
  • Preparing & updating of safety manuals.
  • To check and evaluate the effectiveness of the action taken or proposed to be taken to prevent personal injuries.
  • To facilitate and guide operations & maintenance personnel to adhere to safety procedures and systems and effectively follow them.

  • Capturing of Near misses, investigating and identifying the root causes and ensuring the corrective actions are effectively implemented
  • Recording, Reporting, investigating and ensuring the implementation of corrective actions on the findings
  • Convening, preparation of Minutes of Safety meetings and ensuring the implementation of actions on the points discussed
  • Preparation of Material Safety Data Sheet (MSDS) and review periodically
  • Conducting site safety committee meeting and sub safety committee meeting at regular intervals.
  • Carrying out risk assessment, safety audit, HAZOP study, Job safety analysis and safety inspection with safety assessor.

Safety Training, knowledge enhancement and skill development
  • Preparation of safety training calendar for all employees
  • Preparation of training documents
  • Training like pep talk, induction, tool box talk, on the job training, class room and external training.

Interaction and correspondence with Joined Directorate of industrial safety & health.
  • Preparation of Form 18 B in case of reportable accidents and submitting to Joint Directorate of Industrial Safety & Health (JDISH)
  • Conducting and inviting JDISH for celebrating the 'National safety day' on March 4th of every year.
  • Interaction and Liasoning with JDISH for the submission of reports and inspections.

Safety awareness campaign
  • Advising and planning and provision of personal protective equipment's for workers working hazardous process area.
  • Conducting safety theme campaign in different topics like safe work week, road safety week, fire safety week like etc.
  • Displaying posters in workplaces to raise awareness of safety.

Statutory Regulations-To ensure compliance of all statutory provisions and safety inspection.
  • Prepare check listof statutory compliance
  • Ensuring timely remittance of fees, dues & submission of returns.
  • Exploring the possibilities for getting exemption and ensuring periodical compliance of all statutory provisions.
  • Getting approvals/renewals from various authorities from time to time.
  • Liasoning with various statutory authorities.
  • To carry out plant safety inspection in order to observe the Physical condition of work and to render advise on measures to be adopted for removing the unsafe physical condition and preventing unsafe actions by workers, reporting and investigation of industrial accidents and occupational diseases.
  • To conduct internal and external safety audit and ensure the observations are implemented and complies to the statutory requirement

On Site Emergency Preparedness Create awareness amongst the employees, general public on their preparedness during emergency situation
  • Updating of on-site emergency plan.
  • Obtaining on-site approval from Directorate of Industrial Safety &Health
  • Conducting mock-drills once in 6 months and lapses are noticed and inform to ensure taking necessary action to avoid re-occurrence.
  • Preparation of mock drill reports and submission to JDISH
  • Re-training and refreshing the on-site emergency team members about their activities.
  • Conducting of fire drill once in 2 months and ensure the actions implemented on observed points

People Development Implement HRPoliciesinthe department level for development of Human Resources to build skilled and motivated employees
  • To organize in association with the concerned department, competitions, contests and other activities which will develop and maintain the interest of the workers in establishing and maintaining safe condition of work and procedure.
  • Train the employees on safety aspects and providing necessary training to all contract employees including ISO container drivers, cleaners, etc.
  • Conducting periodic Safety committee meeting and implementation of committees meeting point's recommendation.

Systems Management and Sustainability Framework in Enablon To ensure implementation of new systems and procedures
  • PreparationandupdatingofnewsystemssuchasISO9001 Quality System, ISO 14001 Environmental System & OSHAS 18000 occupational health & safety system.
  • Ensure compliance of the auditor's remarks/observations involving all people to participate in identifying / rectifying all malfunctions.
  • Preparation of Data's for Sustainability Dash board.
  • Understanding of sustainability related SAQ's and ensure compliance.
  • Also follow-up with departments and facilitate for filling Safety related SAQ's in other SAQ's.
