The Indian Institute for Human Settlements (IIHS) is a national education institution
committed to the equitable, sustainable and efficient transformation of Indian settlements.
IIHS aims to establish an independently funded and managed national university of eminence
for research and innovation focused on the challenges and opportunities of Indias urban
transition. The proposed IIHS University will be an institution of eminence that will host an
integrated programme of quality campus-based education and research, training and lifelong
learning for working professionals, distance and blended learning, as well as a whole array of
practice and advisory services. The university will have a strong interdisciplinary orientation

About the Trichy CWIS Project
Trichy has been selected as one of the 8 cities under the City Wide Inclusive Sanitation (CWIS)
initiative by the Bill and Melinda Gates Foundation (BMGF). The wider CWIS initiative is
globally supported by multiple agencies and organisations including the BMGF and the World
Bank. CWIS cities are expected to move towards achieving the Sustainable Development Goal
(SDG) for sanitation to ensure safe, inclusive, and financially sustainable sanitation services,
and serve as global benchmarks.
The Trichy CWIS project is guided by the urban local body and delivered by a consortium of
partners led by IIHS. While the project aims to improve overall sanitation outcomes in Trichy
across the full cycle of sanitation, it also focuses on improvement of service delivery to the
poor. The project also attempts to mainstream sanitation into existing initiatives, showcase
innovations and systematically document and share learnings (particularly with a view to
enabling replication).
The project builds on ongoing work of IIHS in urban sanitation in Tamil Nadu (see
tnussp.co.in). The first phase of the programme, which is nearing completion, adopted a two-
pronged approach: working in two model urban locations to demonstrate city level
transformations across the sanitation chain, while parallely creating an enabling environment,
implementing state-wide actions, and scaling-up innovations.
Job Description
The Practice Team at IIHS is responsible for providing cutting-edge and integrated solutions to
Indias urban development challenges by bringing together faculty and experts across diverse
domains of knowledge and practice, exposing learners to real-life problems and integrating
the practice into academics and research.
This is a contractual project-based position for an initial term of 11 months, in the Practice
Team at IIHS based out of Trichy. The Specialist will support the gender programme and work
closely with the team to deliver the following outputs:
Mainstreaming gender concerns across the sanitation chain;
Developing and implementing gender-based initiatives and coordinating the work of
local partners;
Strengthening women's agency in sanitation decision-making;
Providing strategic suggestions on designing sanitation facilities and/or management
models based on gender analysis (Community Toilets/Public Toilets), including
Menstrual Health Management (MHM) studies;
Monitoring and reporting project related gender issues in the project area.
Activities and Tasks
Responsibilities would include, but not be limited to, the following:
Working proactively with the identified local partner organisation(s) to implement the
gender and MHM related initiatives along the full cycle of sanitation, and monitoring
progress;
Coordinating with the team to develop pilot demonstrations at Community
Toilets/Public Toilets (CTs/PTs) on gender friendly sanitation facilities/design and
improved management models, including MHM facilities;
Supporting the team in preparing training materials on MHM, gender inclusion, and
gender sensitisation in sanitation programme;
Conducting and supporting gender sensitisation workshops for urban local body
officers and other FSM stakeholders;
Reviewing and developing strategies on creating opportunities for women in more
professional jobs along the sanitation chain;
Developing a professional approach in the operations of women sanitation workers
and reducing operational hurdles for womens federation-run sanitation activities
towards profit and sustainability;
Supporting initiatives to educate female and male sanitation workers about their
rights, including PPE, safety standards, etc.;
Assisting in developing Behaviour Change and Communication (BCC) materials and
advocacy using cases of successful women;
Supporting the team in the implementation of other key gender components across
the full cycle of sanitation;
Providing support to other IIHS activities including, academics, research, practice,
operations, training and other activities;
Participating in all activities of institution-building at IIHS; carrying out tasks as
assigned by IIHS; and travelling on IIHS work within or outside the country as needed.
Structure and Reporting
The Specialist Gender, CWIS will be an External Consultant coordinating with the Senior
Specialist Social Development, CWIS at IIHS and will be required to collaborate effectively
with a diverse group of internal teams and external individuals/organisations, and students.
Person Specification
The applicant should have:
A professional degree in womens studies/ gender, development studies, social science,
political science or any other relevant fields with 5-9 years of experience in the areas of
gender, MHM, children programme and development including project management;
Experience of working in multi-disciplinary teams and the ability to interface with NGOs,
Community-based Organisations and donor agencies;
Good people management skills;
Proficiency in Tamil, and work experience in Tamil Nadu.
This is a contractual project-based engagement for an initial term of 11 months, renewable on
mutual consent. This offer is on an exclusive basis, which implies that other professional
assignments (whether compensated or not) that bear a potential conflict of interest with IIHS
cannot be undertaken.
The search will remain open until the position is filled.
Location
This position is based in Trichy and may entail travel to other locations in India.
Review and Assessment
The role and performance of the incumbent shall be subject to normal review and
assessment systems at IIHS.
