JOB DESCRIPTIONJob title: Project Finance OfficerReports to: Senior Program Officer (SPO)
Brooke is an international charity that protects and improves the lives of horses, donkeys and mules, which give people in the developing world the opportunity to work their way out of poverty. Brooke India (BI) works for the welfare and health of working equines and the development of community that owns them. It has operations in 11 states and implements its programme directly.Location: Based in the Zonal Offices now located at Ambala, Dehradun, Agra and Varanasi with travel within the country to the project locations and BI Headquarters (HQ) and occasional travel to other places.Purpose of the role: To maintain the accounts and complete office data of Equine Welfare Project (EWP) responsible for in Zone, compilation and analysis of accounts/data and preparation of reports for further sharing with BI HQs under supervision of SPO. They will also provide technical support to SPO and collate all the information from various EWPs of the Zone. Key Task & Responsibilities:Project Accounting

  • Will be accountable for managing projects financial accounting, monitoring and reporting systems;
  • Ensure accurate accounting, monthly closing and reporting on a timely basis. Ensure Organizational Financial manual and norms are followed strictly.
  • Make payments on regular basis and complete the project accounting entries on a daily basis;
  • Submit the Financials Reports within the deadlines;
  • Review and process the travel claims/other claims/advance submitted by the project staff as per laid down Financial Guidelines;
  • Based on approved budget, Compile the fund requirement on monthly basis at Zonal / EWP level and coordinate with HQs for continued fund requisition.
  • Regularly file the vouchers and the supporting documents;
  • Assist in budget preparation and compilation at unit and zonal level, Financial monitoring and compliance of the norms laid down by BI HQ
  • Ensure proper documentations of financial and office records
  • Ensure accurate and timely project financial reporting in consultation with SPO
  • Liaising with EWP Project Officers (PO), vendors, bankers and internal auditors for finance matters
  • Accounting for the credit card transactions of the project staff members and maintain proper documentation
  • Travelling to all EWPs for review and support in financial matters as per need
  • Keep abreast of changes in legal & financial regulations and legislation.
  • Conduct reviews and evaluations for cost-reduction opportunities;
  • Knowledge of statutory laws, financial norms, accounting standards & financial guidelines
  • Ensure Stock Registers are maintained properly at Zones and all project Field offices and physical stock verification of all sites on an as on required basis
  • Review the budget and actual and prepare report on variances on timely basis.
  • Training to Field Staff on Financial matters at regular intervals.
  • Be part of Procurement committee at Zonal level and ensure adherence of procurement procedure.
  • Provide full compliance support to BI HQ Finance Team, to include but not be limited to:
    Ensure Compliance of Income Tax, FCRA, ESIC and Professional Tax etc (which includes necessary correspondence with departments/staff/HQ)
  • Guide Zonal team members in their Tax planning, ensure they fill Tax calculator accurately and submit all required supporting.
  • Bring to the notice of line manager, Head of Program, Head Finance and CEO of any suspected or actual financial discrepancy/impropriety detected on occurrence.


Project Administration

  • Logistic support such as booking tickets/ transportation/ booking hotels for zonal staff as per need.
  • Maintaining leave, attendance, and other office records of Zonal and EWPstaff.
  • Support in organizing meetings and events as required by the Zone
  • Maintain the individual project staff files
  • Coordinate with HR for HR related activities
  • Support for job advertisement, interview and selection process
  • Procure the supplies for the Zonal offices based on organizational policies
  • Maintenance of Zonal offices and other office equipment/furniture
  • Support during visits to Zonal Offices by BI HQ Staff/ internal/statutory and project audits
  • Any other task assigned by the Line Managers.

Essential

  1. Bachelors Degree in Commerce OR ESM with 15 years service in clerical cadre with accounts background.
  2. Advance knowledge of Excel and Word
  3. Have love for animals and be willing to work for their welfare

Desirable

  1. Post Graduate or any relevant certification in Accounting
  2. 2 years relevant work experience in Project Accounting

Skills and Abilities

  1. Excellent/Advanced computer skills
  2. Ability to produce high quality reports and effectively present information, respond and follow up on questions
  3. Good Documentation Skills and manage stores
  4. Ability to organize and prioritize work and maintain detailed records
  5. Ability to work with minimal direction; must be a self-starter
  6. Ability to communicate effectively in English & Hindi
  7. Ability to travel extensively in field areas

Salary Package: Based on qualification and experience. The approximate CTC shall be Rs 4 lakhs.
