Job Title : District MLE Officer (Monitoring, Learning and Evaluation)

Location : Sabarkantha District, Gujarat

Experience : 3+ years

Salary Package : 3.6 Lakhs to 4.8 Lakhs per Annum (Depending on Experience & Exposure)


We are Hiring a District MLE Officer (Gujarat) for our Not for Profit Client who are is an Indian not-for-profit, exclusively committed to eradicating child undernutrition, through a three-pronged approach of raising awareness, implementing direction intervention projects in vulnerable geographies and conducting research to understand the underlying causes of malnutrition and has touched over 7 lakh lives in India the past five years. They are a member of a leading global network working in more than 45 countries and supporting around 20 million people. They drive change from the ground up, to make this world free from hunger. Their work has impacted the lives of 15 million individuals globally, through a network of 7100 humanitarian professionals across 50 countries. In India, their operations focus on taking decisive action against the causes and effects of malnutrition. Through grassroots interventions, we equip people with knowledge and awareness, so they can see their children grow up strong, and enable whole communities to prosper. About the role:
The District M&E Officers will be leading the MEAL team at the district level and will be the primary representative of the team. S/he will also ensure effectiveness of the entire MEAL team and will be responsible for overall management and administration along with managing relationships with government counterparts and program team members at the district level. District MLE Officer will be responsible for establishing and managing the MEAL effort in the assigned district with the support of a team of Block MLE Coordinators. The main responsibility of the District MLE Officer will be to ensure optimum efficiency and high quality of data collection. In order to achieve this, the District MLE Officer will orient, hand-hold, support and closely monitor each Block MLE Coordinator of his team. The District MLE Officer will support Block MLE Coordinators in efficiently planning the data collection, will build their capability to administer instruments and will monitor adherence to protocols for data collection and data quality. The District MLE Officer will also be responsible for data management, data analysis using appropriate softwares, data interpretation, data dissemination and overall data use by the program team members as well as government counterparts independently/under the guidance of MEAL Lead or other state team members.The District MLE Officer will also ensure high-level of coordination in her/his team and integrity among all the members of the team. S/he will also plan and support logistics of the MEAL data collection operation and may also be involved in data collection directly for some very crucial components, as and when required. S/he will also be the key contact person for the State team and will be responsible for catering to any data requirement of the State team. Being primary responsible for the district, the District MLE Officer will be accountable for the overall success of the data collection effort in her/his district.Primary Responsibilities:
The role includes, but is not limited to:A) Leadership and People Management:

  • To effectively line manage the team of direct reportee (Block MLE Coordinators) for ensuring efficiency and quality of the output
  • To effectively motivate team members for promoting their urge to constantly innovate new strategies and approaches for increasing efficiency of data collection.
  • Periodically reviews performance of each team members in terms of their efficiency, capability, eye-for-details, sincerity, and integrity. And, to act against non-compliance of any of the team members to basic minimum standard in any of these.
  • To maintain the team strength, by ensuring quick replacements in case of turnovers, in order to maintain more than 98% perennial strength (i.e., ensuring 98% of the positions in the team are always filled).


B) Operational Management:

  • To ensure maximum efficiency of data collection in the district by:
  • Supporting each Block MLE Coordinator by providing personalized attention in their everyday operational plan, travel plan and logistic plan.
    Smartly managing task allocation among Block MLE Coordinators in a way to minimize travel time, promote multi-tasking, encourage coordination, and, thereby, increase overall output
    Keeping strong monitoring on per day per person output
  • To ensure high-level of adherence to the data collection protocol
  • To ensure completion of agreed task of data collection within timeline


C) Data Quality Assurance:

  • To maintain high quality of data by conducting back-checks (at least 15%) and spot-check (at least 20%) of data
  • To review and edit all the data collected by all the members of her/his team
  • To identify training needs of each of the Block MLE Coordinator
  • To orient and hand-hold Block MLE Coordinators to increase their skill on a concurrent basis
  • To provide on-the-job training for newly joined Block MLE Coordinators


D) Supporting Data Use:

  • To conduct descriptive and inferential analysis of data as and when required
  • To build capacity of Program team and government counterparts at the block level in use of data
  • Understand data requirements of program team
  • Support Program team in preparing district/block wise results.
  • Ensure overall data use at the district level


E) Other Support:

  • To provide support in conducting cognitive testing of any new instrument
  • Primary data collection in case of urgency or requirement
  • Conducting interviews of data collectors and preparation of monthly reports to provide feedback to State MLE team on quality of data collection and for documentation of the CML data collection process
  • To represent CML/TSU team as and when required.


Education:

  • Masters degree from a recognized University in one of the disciplines: Statistics, Social-Work, Public Health Nutrition, Rural development, Rural Management or other Management Education with exceptional academic performance.


Experience

  • Three or more years of progressively responsible professional work experience in leading research, monitoring and evaluation aspects of largescale projects or programs


Preferred Experience :

  • Experience of working with international development agencies at district or state level
    Experience of managing large scale data collection activity with any renowned and honourable organizations / institutions / efforts
    Experience of working in Maternal, Neonatal and Child Health (MNCH) program, Nutrition (or, at least any Public Health Program)
    Strong understanding of Public Health Program (including ICDS) and exposure to different terminologies used in Maternal, Neonatal and Child Health (MNCH) and Nutrition domain
    Experience of team management
    Experience of data analysis.Skills & Competencies

  • High level of efficiency in using MS Office-type of applications (Word, Excel and Power Point)
  • Good articulation skill
  • Having eye-for-details
  • High learning agility
  • Demonstrated experience of surveys and research in participating to studies / assessments, development of instruments / tools, managing data entry and data analysis
  • Ability to gather first-hand information about challenges faced by ground team in effective implementation of key solutions.
  • High level of people management skills good as team player and team leader
  • Ability to work at high pressure environment stretched working hours and flexible schedules in case of requirement
  • Ability to travel very extensively

  • Sound work ethics
  • Demonstrated experience and/or personal commitment to promoting gender equality within the humanitarian and/or development work


Compensation: Between 3,60,000 to 4,80,000 INR CTC per annum, the final pay will be decided based on experience and expertise.

Language Proficiency: Ability to read, write and communicate in Gujarati, Hindi and EnglishTravel: Must be willing to travel up to 50% of the Time for meetings and location visits
