Job Description

Position Title: Manager Planning, Monitoring & Evaluation (MPME)


Reports to: Senior Manager Planning, Monitoring, Evaluation, Accountability and Learning (SMPMEAL)


Brooke is an international charity that protects and improves the lives of horses, donkeys and mules, which give people in the developing world the opportunity to work their way out of poverty. Brooke India (BI) works for the welfare and health of working equines and the development of community that owns them. It has operations in 11 states and implements its programs through partnerships.


Location: Based in the BI Head Office at Ghaziabad, Uttar Pradesh (Delhi NCR, near Anand Vihar) with travel within the country; and occasional wider international travel to assist in Planning, Monitoring & Evaluation functions.


Overall Purpose of the Job: Working closely with the SPMEAL and providing technical expertise and support on Planning and M&E issues. This position will work as a part of BI Program staff to support a culture and practice of participatory Planning, Monitoring & Evaluation Reporting. This includes assisting in Planning, Monitoring and Evaluation activities within the BI direct, partner, building the capacity of BI staff and promoting MEAL knowledge transfer internally. This position will require 50%-60% of working in the field and 50%-40% office time.


Key tasks and responsibilities

Directly manage two Data Management & Data Analytics Officers in appraisals, mentoring and supporting their professional development.


Support capacity development of the field team through mentoring and targeted training.

  • Support in developing operational and strategic and programme logical frameworks.
  • Support programme teams in applying project cycle management.
  • Coordinate participatory planning process, in accordance with the Brooke's templates and organizational planning processes to ensure financial and development inputs are provided by units.
  • Support design and effective operation of the monitoring and evaluation system.
  • Support field teams collection monitoring data in line with indicators defined in logframes;
  • Manage data collection timelines for all of Brooke's interventions to ensure data is collected according to agreed timelines and sample and check for consistency in data collection, management, analysis and interpretation;
  • Assist in M&E frameworks design
  • Assist the development of timely reports.
  • Perform such additional tasks as may reasonably be requested from time to time by the SMPMEAL/CEO;

Required Knowledge and Experience


Essential


  1. Bachelor or Postgraduate Degree in an appropriate field such as Development Studies, Monitoring & Evaluation, or other relevant fields;
  2. Experience of 3 years of leading and managing PMEAL processes in an NGO.
  3. Proven experience in Capacity building/training.
  4. Excellent IT skills, especially MS Word, Excel, and other MS applications.
  5. Have love for animals and be willing to work for their welfare.

Desirable

  1. Project Management Professionalwith PMI certification
  2. Proven experience of designing and implementing Monitoring and Evaluation (M&E) tools and systems, including data collection and analysis.
  3. Proven experience in programme planning, project design and donor reporting
  4. Ability to work independently and think innovatively and strategically, as well as work collaboratively.
  5. Experience of managing staff.
  6. Fluency in English (spoken and written).
  7. Ability to work both independently and within teams

Miscellaneous

Salary Package: Based on qualification and experience. The approximate CTC shall be Rs 8.4 lakhs.


Mediclaim for family for 5 lakhs and Personal Accident Insurance of 10 Lakhs are over and above CTC


The position shall be on a fixed-term contract for three years, which may be extendable after three years.
